Yeah, completely different in both ability and character.

In character, Light's a pure megalomaniac drunk off his own 'awesomeness'. Lelouch is the opposite - his extreme methods are self-effacing, not self-inflating like Light.

And in ability? Light's not a planner, he's a fucking precognitive, there's no way to work those plans. Lelouch actually plans in the real world, has backup plan layered after backup plan, and even without knowing the future, bad luck fails time after time to screw him over.

Hardly. Light is good at plans, but he's still an idiot. I mean, the Death Note states that any user will become nothing after death, and Ryuk tells him immortality is impossible, and his big plan is to use something like that to become more powerful? Light was a power obsessed idiot who didn't realize his method of gaining said power was a dead end.

Besides, Light wasn't even good enough to fool the police department, Lelouch fooled everyone who'd ever known him.

Not to add fuel to the Light V LeLouch debate...But wasn't Kira called the God of the world for a short while, and wasn't it implied he still has a large legion of worshippers in the manga?

That's fanon. The Death Note says that the users go to 'nothingness', not 'The World of The Shinigami'. Where the Shinigami came from originally (how they're made) is never explained.

No, it says you wouldn't go to heaven or hell, it never specified nothingness. Then at the very end of the show, as I am told since I didn't bother to watch after L's death, when Ryuk went to the shinigami realm a shinigami looking like Light asked him how his trip went. Unless I was miss informed that's pretty conclusive evidence of where Light went after he died.
