You miss the point. Look at the water around his boots. He's in moving and choppy water yet there's no wake or ripples around his boots. They water should be disturbed by his presence. If you've ever waded though still water, you create a wake (wave). You make the same wake when still in water that's moving around you.
Even standing still in still water, he would be making ripples, and the choppy water around him would be making ripples as it slaps against his boots.
Believe me, being from the land of 10,000 lakes I've stood in a LOT of water that's been moving, wavy or still, some of it so cold it would make your testicles try to crawl up your butt for warmth (Lake Superior).
