series crossover power matches in general don't work that way since it requires a give and take factor in the magic/power designs of both universes.
It wasn't Eva bragging anyways, he's referring to the fact chamo mentioned when researching rakan that Rakan matched one of the ancient dragon lords in combat which are suppose to be on par with the shinsou vampire classes that full power Eva falls under. Anyways as per my arguement above I could see eva falling under a DAA if done right simply cause half the DAA fall under 1 really broken skill, if you can get around that skill/Reality Marble/ability most of them aren't that hard to take out (the church has sealed/defeated almost half of the 27), and usually killing your the DAA/DA that made you raises you to there rank (which if following the negima canon Eva was able to kill the one who turned her if memory serves me right).
if anything i could see her replacing
14: Van-Fem
Puppet Master. It realizes the 7 gigantic golems, the "Castle" Also known as "Demon Castle Van-Fem". He has a status in the human society, and an ecologist. His 5th demonic castle, Motley was destroyed by White Knight Blood's ghost ship/Parade during a war between them, and since then, he hates Altrouge's group.
when thinking about it although i would like biri biri to be in the class 3-A actually having one of the 'sisters' join the class would actually be a lot more fitting considering how they were scattered around the world.
Eve would be fun but it's been to long since i read black cat and she wasn't that rememberable so much so that golden darkness sticks out in my mind more.

Takamachi Nanoha, BUT the Nanoha from Triangle Heart instead of the Nanoha from MGLN. Father's dead, never met Yuuno or Fate, may still have the MASSIVE magical power, and possibly started training with Kyouya and/or Miyuki before entering Mahora. She wouldn't be at Kaede levels of ninjitsu, but maybe somewhere around Ayaka's level of martial arts skill.
Well. It would be a challenge for the prospective author wouldn't it. 
It could jolly well be the Associations turning a blind eye to the whole matter since the idea of pubescent girls wearing skimpy skirts and fighting evil is a tad over the top for them?
Seriously though, one of the things I really like to see is a crossover where you have all the major magical anime series fused into a single series without serious breakage.

Most of the Negima spells capable of dealing with the things the senshi face are area effect spells. And seeing as their best way of disguising themsleves is by turning into little kids their actions would cause too much collateral damge and would draw too much attention to themselves when there was already a capable alternative in place.

it would be a good premise for undercover investigation job by Mana or others, as if they don't fall under the jurisdiction of a well known group they would be investigated specially if there pattern is fairly well known.
If anything as V has been running around for years it wouldn't be a surprise if they had already conducted a investigation on them already. (if anything you could always use the pluto behind the scenes mutual existence alliance bit as well).

Meh the main issue with the easy (plot device) workarounds are why would someone like Washa bother with manipulating the legal and school politics just to enter the class which just so happens to be there class. Seriously unless it's a crack fic it feels like plot devices like that are solely for Cougar Washa goes shota hunting situations.
If the class is over sized the most obvious answer would not be move the class to a different room (considering 32 is fairly large already why would they have bigger classrooms since most rooms in schools are uniform in size). The default action would be to simply put them (people) in a different class or split them into multiple classes.
Side note, the current class size is 30 as Chao leaves, as most likely if the class was for some reason overbooked the new person would likely try to sit where the ghost girl sits as a initial action unless there spiritually inclined.

Canonically speaking... Because she can. Really... I'm a big fan of the Tenchi series and even more of her, and I can tell you for as well organized (hah hah) a being as Washu is she gives into the calls of boredom fairly easily. All it takes is getting someone close to her involved in something unfamiliar and she will usually find a reason to get into it.

That in an of itself is enough to get that 'old codger' Washu involved and even to toss herself into the class for the hell of it. Though the real question would be... why would she pose as a student? Cause all her normal appearances within any institution tends to be one of a teacher of one kind or another.
