I still submit that he can make his own - in fact, I think that UBW, being an expression of his soul, is better suited to making him a zanpakuto than it's suited to copying other people's weapons.
I don't think that he'd be able to attain Bankai - that's supposed to be a rare feat for Shinigami, with only a handful in a generation ever attaining it.
His Shikai . . . well, you remember Suzumushi's release, where Tousen spams a load of blades at Zaraki?
I see Shirou's shikai as being like that, but amplified. So where Tousen can create fifty, Shirou can create two hundred or two thousand if he needs to.
But that's not all - he can fire them off singly with high accuracy, or fire a swarm of them parallel to the ground, or encircle himself with them for close-range protection, or fire them upwards as anti-air. His shikai is like a conductor's baton, and the blades he creates will do anything he can imagine.
If he had Bankai, it'd basically be the Hill of Swords. But since UBW does that anyway, Bankai is surplus to requirements.

Well, because my knowledge of timelines gets a bit wonky sometimes, this floated up into my head.
Now, I'm not knowledgeable about Fate/Zero or what exactly Kiritsugu was up to before the Fourth Grail War, but I know he used guns, and was a very... pragmatic person.
Now, supposing he did odd jobs for the association doesn't seem too out there, right?
And these jobs occasionaly taking him to some very bad places also makes sense, right?
Now, Kiritsugu is after a certain artifact being shipped through the south china sea. Too bad the Lagoon Company just made off with it.
Now, I have no idea where this would go, especialy seeing as I have no clue what exactly Kiritsugu's skill set is, so I don't know how he stacks up. Or, given Association rules, if he'll have to kill everyone. Which might be very hard in Roanapur.
But, I digress. For a lighter scene, Revy happens across a Kaleido Stick. Lulz ensue.

Kiritsugu was a time manipulating badass that was so good at killing powerful magi (and just generally being a badass motherfucker) that he became known as "Magus Killer".
He also blew up a skyscraper just to kill a few people.
Not to say that the crew of the Lagoon don't have their own unique talents, but I'd wager Kiritsugu would be getting that artifact pretty quickly. How quickly would depend on whether this was when he was at his peak, or when he was less experienced. But unless the crew knew enough to start running, they probably wouldn't last long.
Of course, you could always make it a comedy in which, just as he's about to succeed, something always screws things up for Kiritsugu.

Illya, rather than obtaining Berserker, calls a Caster, instead. A Caster known as Counter-Guardian EMIYA, but not Shirou - Kiritsugu. She has her father back, even if only for a little while.
Of course, you'd have to figure out why Kiritsugu would make a Contract with the World. My thought was that unlike Shirou, who made the contract to save around a hundred people, Kiritsugu made it to save just one (e.g. Illyasviel or Shirou), although the one that he did it for isn't necessarily alive in this timeline (e.g. Irisviel). Mind you, we don't know what killed him in canon, so in theory, she could get canon!Kiritsugu.
Also, as he likes ranged weapons so much, Kiritsugu might be summoned as an Archer, with A-ranked Independent Action, so he can stick around after the War.

Umm...if what people say about needing Saber to be around to use Avalon is true, then have Saber disappear before he finds Shirou, and he makes a pact with the world to save Shirou instead of implanting Avalon into him.
This also opens up a way for Shirou to summon Caster TOHSAKA.

She'd be pretty useless. She's an excellent magus, but against servants she would die very quickly. Even Ciel and 3rd personality Ryogi could only hope to fight a defensive battle against an average servant.
He'd be better off summoning Medea.
Also, Saber was already gone when he implanted Avalon. It still works, just nowhere near as well. Shirou still had to recover properly in a hospital.

Damn, now I'm curious about Type Moon power levels. Maybe Shirou might end up summoning some alternate version of a Tsukihime/Melty Blood/Kara no Kyokai character as a Servant since the Throne of Heroes preserves the souls of all Epic Spirits and exists outside time.
Hell, I wonder if Canaan would be able to do well in the War.
