The problem is that Japan has an extra year in elementary school - 6 instead of 5.
Unless Naru somehow skipped two grades, she simply can't have graduated HS at 17 already. And Japan's school system is REALLY TOUGH on students. Pulling an Asuka there is nearly impossible.
To be specific, Japanese grade-level systems go like so:
1st through 6th: Lower (elementary) school. Mandatory attendance.
7th through 9th: Middle school. Mandatory attendance, but the better schools require one to apply and test for entry.
10th through 12th: High school. Attendance is not mandatory, but if you don't go to HS, your future is guaranteed to suck. Also, nearly all high schools require an entry exam.
It's theoretically possible for Naru to have graduated at 17, depending on her birthday. However, by the time the series starts, she's been in exam prep school for awhile - if she graduated at 17, she'd have certainly been 18 by the time the story begins.
Keitaro's age being 21 also meshes better. High school students take their first college entrance exams in the later part of their 12th grade year. Assuming he graduated at 18, and since he failed the entrance exams three times (once as a 12th grader, then a year of prep school, another failure, another year of prep school, third failure, third year of prep school - during the later parts of which the series begins), that points him at age 20 or 21.
Also, Keitaro is legal to drink at the Hinata-sou parties, which means he has to be at least 20, since that's the age of majority in Japan.
If Naru is 2 years younger than Keitaro, she can be no younger than 18, and is most likely 19.
