One has to consider in canon when shown she is not fully grown since she is so young. Also, if comparing her to Negima characters, one has to take into account 2/3rds that class really do not look like a typical Jr. High or Middle School student. Take Mana as merely one example.

There are plenty of worse looking characters.

Jugum: yoke; team| pair (of horses); ridge (mountain)| summit| chain

My guess is the artist was going for 'Lively Pair' or something like that.
