Its canon that Accelerator can't mess with Touma's power. He tried, he felt like someone was going to rip his head open, he stopped. Thus, his power has limits. Thus, its plausible that other upper-tier characters could resist or lolno his attempts at vector change. I say plausible, not confirmed. To be confirmed, we'd need more evidence, but its certainly reasonable.
As for Touma, we already know that anyone using neither psi nor magic in the attack itself can take him out. The thing is, there are a lot of beings out their with superpowers or superequipment that is not supposed to be magical or psychic. Iron Man, for example. Depending on the writer, Spiderman (his strength and agility, anyway, not his spider-sense, which probably is psychic), the Fantastic Four, the Flash, and some versions of Superman and Green Lantern (mostly not the modern versions of the latter two, though). Starman's cosmic rod was supposed to be just technology, in-universe, and I doubt that's changed.
