I don't think so. If you are referring his hakama (his clothes) they are often rigid enough that when your are bent they do not properly follow your body and instead they bend outward, so what you think are breasts, to me seems only the bend in the somewhat rigid hakama. They are so rigid because of the traditional belt associated with it (which you can see in the last panel).
It's a classic stuff that happens in all traditional martial arts with the cloth when you are sitted. Usually it's actually quite a bonus because you just have to stretch your back a little and bam, instant opening to let a bigger air flow cool you down. Bonus point if girls forgo the tee shirt under and go bra only.
