I think Usagi is the more likely 'Big Sister' though Rei is also a big possibility.

Heck, any of the Senshi (with the exception of the Asteroid Senshi, Hotaru, or Chibi-moon) would probably work as Ami's 'Big Sister.'
You might want to reread a bit. They're talking about Neigai's big sister, who was the Princess of Mars.

I finally came up with a continuation of the N/SM loop:

Being teacher to the Senshi was easier than Negi thought it would be given comments he had heard in previous loops about the academic skills (or lack thereof) of some of their number. Negi supposed that the loops were the cause of that. When you are forced to take the same course over again several hundred times, its hard to not pick up the material. By now they could probably recite some of the lectures given by their usual teacher from memory.

The problems he had with the current loop came from what he had come to think of as "The Neigai Question". All of the Senshi wanted to know who Neigai had been planning to marry (And in the case of three of them, try to continue the relationship). The only one of the girls that was on his side in the matter was his "sister", Rei, who tried to keep the harassment of the others to a minimum. All of the Outers were backing the claim of their "daughter", Hotaru. Makoto was siding with Minako, and Usagi was siding with Ami. Mamoru tried to stay as far away from the mess as he possibly could.

Negi wanted to come up with an answer to the question, but not for any reason of romance. He simply knew that if The Neigai Question was left unanswered at the end of the loop, the girls would just keep trying, causing the whole situation to become common knowledge among the loopers. He didn't want to think of how complicated it would get after that point.

Just being himself didn't seem to be helping in resolving the issue. He had managed to inadvertently lead all three of the girls on by doing that.

He had run into Hotaru after school, looking visibly upset over the fact that the other kids in her school were picking on her again (It seemed to be a universal constant that the jerks of whatever school she went to would find or invent some reason to be mean to her, no matter what the loop or her actions). Negi had used an age-changing pill to revert to his child form and spent the afternoon with her. Somehow (Negi suspected that the memories of "Neigai" were coming through, further confusing matters) Negi knew exactly what kinds of activities to spend the time with Hotaru doing to make her feel better. It wasn't until Hotaru kissed him on the cheek at the end of the day and he heard some passersby comment on them being a cute couple that he realized he had effectively taken her on a date.

Negi had enjoyed discussing magic with Ami. She and Lina were the only other loopers that showed any real interest in actually studying magic. All of the other mages learned spells, rituals and techniques, but they never really made the effort to truly understand what they were working with and make new discoveries, they just wanted to learn more of what was already known or figure out how to make the best use of what they already had. Negi knew that there was no way he would be able to have another research session with Ami without a chaperon around until The Neigai Question was answered. Everyone else would be absolutely certain that they would be studying something other than Thaumaturgy.

Ami had accidentally pulled a muscle during a gym class. Noting that she was still rather stiff when he had met with the Senshi at Rei's (Which Rei had declared was off-limits to all Neigai related harassment). Somehow, (Negi suspected Neigai), he knew that if he applied pressure to a few points on Ami's back while rubbing one shoulder, the tension would give out. It had worked, technically. Ami also ended up moaning as if he had initiated some fairly serious foreplay in Rei's living room. Ami had looked rather upset when Rei ran into the room to figure out what the noise was about, almost as if she was expecting his activities to be said foreplay and didn't want it to be interrupted. Negi and Ami still had trouble looking each other in the eye ever since, causing half his class to suspect there was something going on between them (It had taken Negi two hours to get Rei to believe there wasn't. All the other girls believed what they wanted to believe).

And then there was Minako. He had spent the least amount of time with her in the previous fused loops with the Senshi. She had been busy hunting more physically mature boys, and he had seen in her boy-hunting the same sort of behavior that Ayaka demonstrated when her mind was in shotacon mode, something he preferred to avoid when possible. But he had ended up doing something that she considered to be an indication of interest anyway.

Some youma had set up a magical circle that was draining life energy from people visiting the local aquarium. In the fight to deal with the youma, Venus had ended up getting tossed into the air. She crashed into the wall and fell stunned into one of the fish tanks. Negi had been the one to fish her out of the tank and perform mouth-to-mouth. Unfortunately for Negi's peace of mind, the circle surrounding the aquarium was apparently similar enough to certain other magical circles to have a familiar effect. He and Minako were now proud owners of two limited-edition Sailor V Pactio cards.

Somehow, Negi knew that if Ranma was around to see this, he'd be laughing his butt off.

A continuation of the Neigai Question:

Negi had to tiptoe carefully around the Senshi after he had 'kissed' Minako. He knew that his other two pseudo-fiancees would be looking for an opportunity to 'accidentally' lock lips with him should they ever be in an area with one of those energy draining circles again. In addition to wanting physical evidence that the Neigai Question was getting closer to be answered in their favor, Ami and Hotaru had also noticed how much Minako enjoyed her artifact.

Minako had received a gun, a replacement for the one she used to fire Crescent Beams as Sailor V. The artifact fired Sagitta Magica spells. While not as powerful as the Crescent Beam or capable of as much massed fire as the Crescent Beam Shower, it did have two highly useful points: First, the limited homing quality of the spell made her shots more accurate, and second, she could fire arrows with properties outside her normal element (Though that reduced the rate of fire to one arrow as opposed to the maximum of seven on the default element).

Unfortunately, before Negi could make any progress in unraveling the mess he had inherited when coming into the current loop, the loop threw him another curve ball.

It was just another routine youma attack. The Senshi, aided by Negi (utilizing disguise glasses), had managed to deal with it fairly quickly, but one of them had managed to run away. But before it could get far, a burst of fire magic came out of a side street and torched the fleeing youma. Considering that Rei wasn't in a position to cast that spell, and it wasn't a fire-based Sagitta Magica, making it impossible to be Minako, the Senshi were confused as to who had stopped the youma. The question was answered as a fuku-clad figure stepped out of the alley.

"Chao?" Negi said softly, looking at a ten year old version of his time-traveling alleged descendant, dressed in a cut down version of the Sailor Mars fuku.

"I am Sailor Chibi-Mars." Chao Lingshen announced. "I have been sent from the future to be trained by my aunt, the current Sailor Mars."

The Senshi looked at the newest of their number, at Negi, and at each other. Negi didn't need Nodoka's artifact to know what was going through their heads. If Chibi-Mars was the niece of Mars, that meant that she was the daughter of Mar's 'brother', Negi/Neigai. Which meant that there was a good chance that one of their number was the mother. They were comparing faces, trying to figure out if there was a strong resemblance between Chao and themself/their favored candidate.

Negi wondered why Chao was here. He had never known his alleged descendant to lie, but that didn't mean she had to tell the entire truth. Did she have some hidden objective behind her time traveling this time? Or was this all a scheme to give him a massive headache?

If it was the latter, she had succeeded brilliantly.

It had been a while since Negi had rummaged around his Hammerspace last; mainly due to as-yet still unanswered "Neigai Question" (He still couldn't look Chao in the eyes), and that incident with Kurumi the Steel Angel. The current loop seemed quiet enough; he'd arrived at Mahora, and none of the girls appeared to be Awake, so it was likely that this would be a normal loop; so, he was taking the opportunity to sort out what was in his pockets.

The pile that was formed from this was staggeringly immense, and all of it made him blush for one reason or another. He was right at the bottom of the stack, when his hand touched something strange. Puzzled, he took hold of the mysterious item, and pulled it free.

It was a curious looking piece of what felt like stone, but it was shiny like gold. He held it up to his ear, and was stunned to hear a familiar humming sound.

"Curiouser and curiouser....." he mused. For a moment, he found himself thinking about wearing a sprig of Apium graveolens on his jacket and playing cricket.

So, Negi's a Doctor forf this loop?

You said canonically looping. No caveats or such were mentioned.
To be fair? Negi wasn't time looping there. He was time traveling. The Looping implies that there's still only 1 negi in existance at a time. However, Negi had to take care not to run into himself throughout that festival once he started using the cassiopeia.

Loop idea for Negi? He decides to spend one loop acting like a miniature Jack Rakan. Let's face it, by this time, he's more than powerful enough to do so.

Oh joy, she has to deal with an amateur with delusions of competence.
But it seemed like Negi got his master a pratical gift just the same sense he seems to know eva best.

Chisame returned to her rooms after a long and boring day at class. Thanks to the looping, she already knew everything that was being covered in class. Thanks to the fact that it was extremely rare for the entire class to be awake in a loop, Negi was forced to teach the same material over again anyway. Having to retake the same classes over and over again ad infinitum was one of the most frustrating things about the loops, and Chisame couldn't think of any awake member of the class that disagreed with her (Evangeline had probably come to that point before the loops ever started).

But with classes over, Chisame could indulge herself in her hobby. She changed into her cosplay outfits, took pictures with her webcam, and retouched them before posting them on her website. Chisame might spend her days bored stiff, but her alter ego as the net idol Chiu was still cosplay queen of the internet.

Wait a minute.

Chisame noted that the hits on her site had dropped dramatically. Searching online, she found her treasured spot had been taken away by a group of cosplayers called the Wolkenritter. Snarling in irritation, she searched for information on her rivals.

There was only room for one cosplay queen, and this Hayate Yagami and her followers would soon learn what it meant to challenge Chiu-sama.

...Okay, so Hayate and the Knights can blast Chisame to pieces, but Chisame can make their net reputation take a major nosedive...

I wonder who will give first? (Likely, it depends on how fast Hayate and co. can find out Chisame's identity, and whether Chisame can sufficiently screw with their rep before that happens...)

Remember, this is a war of cosplayer vs cosplayer, not ministra vs Belkan Knights. They might not ever be in the same prefecture at the same time.

Depending on what sort of connection Hayate's using, they might not even be on the same planet.

That's because bissek is writing it. He's not the worst of writers, but his loops are only average.

Negi looked around and found himself on the train heading into Mahora. He had looped back to his first day as a teacher. He began the first order of business for one of his loops: Figuring out who was awake.

Negi had an advantage over the other Anchors in this problem: the Pactio. If a person he had formed a Pactio with was awake, he would start the loop with a Pactio card for that person in his possession. Otherwise, he wouldn't, unless the person in question was someone he pactiod with during the Prime Loop, in which case the card would appear on the date that the bond had originally formed (This even happened if he wasn't anywhere the girl in question at the time, as proven by an experiment where Negi had spent a certain night in Kyoto at his father's old place instead of with his students, and he found Nodoka's card on the bedstand in the morning. The other possibility, that Nodoka had tracked him down, kissed him in his sleep, and then snuck back to her hotel room, was too scary to contemplate). Since he had made a pactio with virtually all of the girls at one time or another, this was a good system.

One of these days, he would have to see Ayaka's reaction when she learned that not only was she the only one to never realize that her sensei was a mage, she was also the only girl in the class that hadn't kissed him at some point. That would have to wait for a loop when everyone else in the class was awake.

The same principle applied with girls he had pactiod with from other Loops. Not there were that many of them. He still cringed when he remembered his absolute first. That Ten-Ten girl was rather disturbingly pleased to end up with an artifact that supplied her with an infinite supply of pointy things.

Negi froze as he flipped to the last card. This was just great. The one person he really didn't want to see while awake was here. And if she was, there was a good chance that her friends were here, too.

Normally, the history rewrite factor of the loops when they fused was trivial. It just ensured that, for example, if a certain jinchuurichi was attending Mahora, anyone trying to look up academic records under 'Uzumaki, Naruto' would find them. All it did was ensured that nobody appeared out of nowhere. That was normally. Negi had ended up with a fused loop, and gotten stuck with The Neigai Question.

As Negi looked at the pactio card for Minako Aino, he somehow knew that whether that previous life existed in this loop, Minako would act as if it had, and resume her efforts to get him to 'remember' that he had chosen her right where she left off. And so would any awake colleagues of hers in regards to their chosen factions. God alone knew what would happen when The Neigai Question hit the 2-A rumor mill, which he knew it would sooner or later.

He had to plan. Step one: Make certain that no Senshi (With the possible exception of Rei, the sole one on his side in the matter) ended up rooming with him. Step two: Set up a ward that would warn him if any of his three 'fiancees' were in the bathhouse so that he could ensure that he never ran into them there. Step three...

By this rule Negi could only use this to sense about half of his class.
