He wasn't sealed because he's hiding his true power. If he made it publicly known how strong he actually was, and that he had achieved Bankai, he would be sealed.

It's possible to sense power levels. We know that. And the scientists were paying attention to the situation when Ikkaku used bankai. Even if they didn't realise he was using bankai the sudden increase of power would have been noted. But that just means he would have been sealed the next time he was in the human world if the lift on seals wasn't approved.

That's because usually you don't find anybody below that rank who really registers as NEEDING to be sealed. Ikkaku is a incredible anonamly in that he is NOT a Captain/Lieutanent but rather spends his time as a 3rd seat.

And yes it IS based on Rank but I bet there is also a 'not mentioned' 'anybody above this level of power is sealed as a matter of course'. However yeah it was odd that the Scientists were watching and nobody commented on Ikkaku.

Unless, of course, they weren't watching him. They were watching the fight. We don't know who they were watching when, though.

Or they could have just not cared. Distracted by the high intensity fights they were watching elsewhere. I have the feeling that the Bleach universe isn't nearly so active with fighting without Aizen. Given that they have shinigami patrols of mid rank, i doubt you're seeing very many 'heavy hitters' fight at any one time. It was stated that most of soul societies strength lie in the captain, so we can assume that most hollow and shinigami are actually quite week. To make an analogy, for the scientists it'd be like watching little kids play basketball, then watching the globe trotters play. Even if the 'little kids' game is still going on, you're going to be watching the globe trotters.
