Balalaika from Black Lagoon. Former Russian Spetsnaz (Special Forces) captain and now leader of the Hotel Moscow Russian crime syndicate in Roanapur.
She may not know cool jutsus but she's the definition of intelligent ruthlessness. She knows how to command, plan, and be an all around bad-ass.
Of a similar vein, Motoko from Ghost in the Shell.
Motoko would be more "noble" though and there would be less moral conflict in her code versus Naruto's, which is why I think Balalaika would be more interesting.

Since such a fracture in teamwork and trust would be something that Konoha's enemies would love to exploit, the Sandaime concocted the story of the Kyuubi attacking instead, making it a triumph instead of a tragedy.

I vote for one of the turtles from TMNT. They're already ninja, in a sense, he could learn a lot.
Michaelangelo would get along great with Naruto, if he wasn't too bummed about being sealed. A surfer attitude, love of pizza to match Naruto's ramen addiction, and he wears orange, Naruto would be in heaven. Not to mention he uses nunchaku, I got a pair as a kid because of him.
Donatello wouldn't work too well, but it could be done. He's insanely smart, uses a bo staff, and tends to use his head before charging in first.
Raphael would be hard to work with, moody, and a pain in Naruto's ass. He uses Sai though, which is another odd weapon Naruto could learn about.
Leonardo is probably the second best, behind Michaelangelo. He uses two swords, that they call katana but are realistically way too short, so lets just call them ninjat?. He takes being a ninja seriously, meditates a lot, and has people skills, basically he could teach Naruto everything he knows without making him overpowered and an actual ninja, all at the same time.

The thing about the Ninja Turtles is... how would they get sealed in the first place? Simply put, the Ninja Turtles simply do not compare with the Naruto ninjas on any level. I can't see any way for them to do something worth getting themselves sealed.
Physically? No comparison... Naruto ninjas would pound them into the ground, without breaking a sweat.
Techniques? Also no comparison... Naruto ninjas have far more options available to them.
Skill-wise? The Ninja Turtles may be superior in skill when compared to other ninjas, and the like, in their own reality... but they're also limited to more mundane skills and physical abilities. Naruto ninjas have no such limitations.
Mindset? Again, no comparison... Naruto ninjas are willing to kill and/or do grievous harm, if necessary. The Ninja Turtles avoid doing even permanent injury, let alone killing... to the point that they end up captured and/or injured in the process.
When your enemy is willing to maim/kill you, and you are unwilling to do the same... the only way to avoid injury or death is to be superior enough in skill and/or physical ability that he can't hope to touch you.
Even if they could get the skills and abilities necessary to be a threat, which is a possibility with some time in Naruto's reality, their mindset would still pretty much kill the idea outright.
They're not going to go tearing through Konoha, killing people... and I can't see the Yondaime giving up his life to seal someone who isn't a threat to the survival of his people. He'd be more apt to simply kill them and be done with it.
For the idea of the Ninja Turtles, you'd have to find some workaround for those problems.
Maybe they were hit by a dimensional bomb and bounced to Naruto's dimension, destroying a noticeable portion of Konoha. Then they were attacked, for obvious reasons, and they managed to not die. Once away from Konoha, they started searching for a way home.
During that time they picked up some ninjutsu, taijutsu, and genjutsu skills, while Donatello worked on their way back. Finally, he completes it... but it would require them to go back to Konoha.
When they go back, they start the transdimensional generator and then it explodes spectacularly... possibly due to a dimensional shield, conflicting dimensional energies, or a Konoha ninja spotting them and damaging the generator. When it exploded, they were obviously attacked.
So that was twice part of Konoha was destroyed, along with the people in it, and the Ninja Turtles were at the center of the event. And thanks to their new skills, they're far more able to hold their own when they're attacked this time. The Yondaime, with the opinion that he could not allow them the chance to get away and come back to kill more of his people, decides to end their threat once and for all... he seals them.
And... that's that.

Well, you never know...if you make the Shinigami an analgoue of the Marvel version of Death, the one Thanatos was obsessed with...I think she was equal to or above Galactus, though it's been awhile since I read that huge massive wossnamery where everyone had to get together...I think it was against Thanatos and the Infinity Gauntlet...
In terms of fixing both the problem of them not aiming to hurt and the unlikelyhood of the Shiki Fuujin being used, you simply have to edit the laws of both worlds. Say for example that Chakra is only accessable in Naruto's world, for whatever reason (There are multiple ways to argue this, so I doubt it's necessary that I go into it) however in certain other worlds, like the one the Ninja turtles come from, Chakra is for all intents and purposes sealed, completely cut off from the user.
However in whatever plot device gets them there, that chakra that all Ninja in Naruto use effectively is all released, and they have no idea how to stop it. In the confusion and the massacre that follows, the only option is the use the Shiki Fuujin to seal them into Naruto.
With the issue of them not killing, it's not exactly their fault. Ninja in Naruto train early to use their chakra, and as they were pretty much sealed yet still managed to gain some pretty impressive abilities despite that (Possibly growing their overall levels of chakra to quite a degree), the subsequent release left them completely unable to control it. And without the knowledge of how to stop it, a lot of accidents can happen. It would weigh heavily on them sure once they regained control inside the seal, but would make a good plot point. :huh.:
Also you could argue even further that part of the reason their reserves are so massive was due to the process that made them human sized. Chakra is pretty much the energy of life, and something like that would screw it up pretty badly, particularly if it can mess with the natural flow of nature. You could even say something similar made the Bijuu. :huh.:
