Might also be the Sharingan or Sasuke's chakra interfering somehow, whether through there being just more than Anko or some special Indra/Uchiha thing. For all we know Orochimaru couldn't actually use that method while a giant snake monster anyway. There's a number of variables.

I thought after Orochimaru possessed that random body when it took too long for Sasuke to arrive he regained the ability to use hand seals.

@ragnarok i always believed that getting his arms sealed took away his ability to use handseals to mold chakra so even if he switched bodies, the damage wouldn't be repaired because his arms are still lacking their 'soul'
