What about reincarnation? For example, Minato et al. win out, and Musubi fulfills Yume's wish to "free all the little birds" (Stolen from the anime). However, this is done by sending their spirits, powers included, to different dimensions, with the memories locked until some requirement is fulfilled. Ex: Molly Weasly being Uzume reborn, Harry being Shina, Bellatrix being Benitsubasa/Karasuba, Celestina Warbeck being Kuno, etc.
The main problem though would be that each side in the war would have to have roughly the same amount of reborn people in order for there to be any actual plot.
