I don't know if this is in the manga or not, but in the first anime the Dean was setting up marriage meetings for Konoka (a practice considered outdated by some in Japan which dates back to the era of the samurai, but some families that hold to the old traditions still do it). She said he was doing it least once a year, so there is "some" precedence for Dean Konoe to approve of her to being involved in some kind of relationship that could lead to marriage.
Of course, Negi is the son and heir to the Thousand Master, the greatest wizard who ever lived.. I don't see how anyone in the Konoe clan would be against a pairing between him and Konoka. Think of the prestige they'd earn by having him in their family.
As well as the idiocy they had with not wanting her to know about magic to begin with. If she were to pursue a relationship with Negi. . .it's a given that he'd tell her.
Of course Kamo would be upset. Though the short term gains would be large the long term gains are simple. Negi will have to settle down and he's too responsible to enjoy the situation.
