Well without using the crutch of halloween, it's a little harder!
(Even if you could go with the original Soldier: he uses these memory to become more badass and even if the memory themselves fade he could keep some skills by the simple virtue of using/training them.)

Or you can base him on What's-his-name Death from Anita Blake (basically, the scariest motherfucker around isn't one of the supernatural being or the girl for whom the universe bend but a simple human, because of that very reason). He goes against the night, and because of guts and shrewdness he comes out on top. (See the fic <a href='http://www.fanfiction.net/s/6942921/1/He_Who_Fights_Monsters' target='_blank' rel='nofollow'>He who fights monsters</a>, where the normal guy in a setting of monsters becomes a crazy psychopath to survive)
Make him gay? (I'm not really on the bandwagon for that, but it worked for Willow

Or for the superpower way (even if it would defeat the purpose of Xander): A random-vamp dry him during Halloween, the soul of Xander goes AWOL with the soldier persona and the demon his kicked at the end of the spell. results? Vamp-Xander, with no soul but his personnality intact. (Don't know if it's possible or what it would entail, but whatever).
Finally you could make him the artificer: He has no superpower but can and know how to use magical weapons and shit to maximum effect.
