Sailor Moon stood at the edge of the Galaxy Cauldron gazing down upon Chaos.

She had waited for this moment for well over two hundred loops. All the theorizing with Ami and Setsuna, being force to study and understand time and magic themselves- the horrific perils she'd suffered were coming to fruition.

"Alright! One last time Chaos, and tomorrow will be a new day! I will embrace my future!"

Sailor Moon amassed the greatest depths of her power, plunged into the Galaxy Cauldron, and called to the Sailor Crystals there-in. As their power joined hers, Sailor Moon concentrated on feeling out the flows of magic and time from within the birth place of the stars. As her own body began to disintegrate she grasped those energies, weaving them into a pattern that would hopefully forever end those time loops.

Chaos lashed out at her, disrupting the patterns.

Too soon, the instability became too great for her to control.

Sailor Moon, if she'd still been in possession of a body, would have screamed in terror as the disrupted magical and temporal energies caused the Galaxy Cauldron to collapse in on itself, birthing a black hole that consumed the Milky Way Galaxy and began to draw others into itself.

At long last it was done...

Those were the only thoughts that went through her head as she sat on her throne surveying her handiwork with grim satisfaction.

From left to right arrayed in a semicircle,trapped in crystal, containment circles and blood seals were the banes of her existance the Sailor Senshi.Burried deep in the crystal prison she had personally constracted Sailor Mercury to the left with her infernal computer over her eyes frozen in a pose of amazement and fear.

Next Sailor Mars hand still cluching an offuda in a vain try to disrupt the ritual and a little behind her Sailor Jupiter posed to land a strike that never connected.

The rest of them were there buried deep in crystal as well. Sailor Venus pointing to launch an attack, Sailor Neptune raising a mirror in an effort to deflect the same attack and Sailor Uranus just a few steps closer sword raised to cleave and still further back Endymion with a rose in his hand that he never was able to throw.

Seperate from the rest burried within an additional layer of containment and draining seals were the last of them. Sailor Saturn the dreaded weapon that had the power to destroy a planet single hand with her glaive raised. Sailor Pluto, the Time Witch that escaped her so long ago yet now she was trapped as well cut off from all her powers and backups.
Finally in the most heavily warded and secure part of the overlapping circles was the one that called herself Sailor Moon the hated spawn of Serenity with the Silver Crystal only just forming in her hands to late to manage anything tho.

It hadnt been easy.

Even for a Being like her to which time meant less than nothing it had taken way to long indeed to prepare this.A road filled with desperation,where the slightest mistake would have tipped her hand to her enemies a road full of pain and slavery and death but it was over at long last.

She could still vaguelly remember the time before all this started. A time when she gained the first sparks of sentience born from the great sea of Chaos, fighting and devouring her "cousins" gaining in power and hungering for more.An interminable time after that travelling the Galaxy on solar wind and whim destroying the pockets of Order wherever she encountered them along with their hated guardians the Sailor Senshi.Order was anathema to her and her kind a breach in the natural order that could not and would not be tolerated.

Then she felt IT. Drown by IT on an insignificant sun on the edge of the Galaxy she knew amazement for the first time in her existance. Nine planets circling this sun each of them having a Sailor Senshi as a guardian, each of thema great beacon of Order that had to be crushed at all costs.

The only exception being the third planet from the sun.A place of Chaos with war and misery aplenty and one that would have been spared the Cull to come except for one thing.

On the moon of that planet she felt IT stronger and more intense than ever.The Silver Crystal, a leftover piece of creation in physical form wielded by Serenity the Queen and leader of this Beacon of order.

Normally this would have been easy even with that many Sailor Senshi protecting the planets but the Silver Crystal and its wielder turned this in to another game entirely.

So she bid her time infiltrating the societies of the planets she meant to destroy calling out to her allies and creating an army of demonic beasts to lay waste to everything.
When the time came she drained the very life out of the planets and the pitiful beings inhabiting them turning some to her cause and unleasing her allies and armies upon the rest.
Beryl had been the perfect pawn for her to access the psysical world and manifest her powers. Finally bloated on the souls she had claimed and with her power at the highest she confronted Serenity and tried to destroy her and take control of the Silver crystal.
In an unthinkable show of strenght though she was struck down by Serenity trapped in Limbo with the remnants of her army and allies. Even the death of Serenity and the destruction of her kingdom wasnt enough to take the bitter taste of defeat out of her mouth.
In those final moments she managed to see her launching the souls of her Senshi and her daughter to the future along with all those she hereself failed to turn of devour.

And it had been after a long time of imprisonment that she felt the seals failing and met the Senshi along with the spawn of Serenity for one last time or so she thought...

Even starved and weakened she attempted to take the Silver crystal for one last time only to know final death at her hands or so she thought...
The first time she awakened again she thought it was just a dream and she fused again with Beryl to strike Neoserenity down only to die.

Again

and Again

and yet again!

and to add insult to injury the woman took less effort to defeat her each time by herself or ocassionally with the help of others ,the last times not even bothering to use the crystal to do it insulting her all the way.

It was after a number of such humiliations that she understood the was trapped in a Loop doomed to die at the hand of Serenity each and every time.Everything she tried in the short time between her awakening by Beryl and her death seemed to fail. Fight and die, try to flee and die that was her world for the longst time until in desperation she tried something new.

During one of the Loops she attacked the Senshi with all her might blowing up the cavern they were in and in that slight moment of distraction she thrust a tiny fragment of her essence a far away as she could.
She died seconds later but the tiny fragment lived on enough to corrupt a human and see for the first time the rest of the loop.

The negligent way the Senshi and their leader killed all opponents right up to the point where even Chaos itself seemed little more that a distraction that a threat to them.

When that loop ended she ended up back to the starting point but now she had an out!So loop after loop she watched and learned all she could about her opponents. She went through all kind of Loops even fused and Fubar and slowly learned about the Anchors and the loops from comments and conversations she managed to overhear.

Even if she was far behind them she managed to gather knowledge and power posing as an associate or an anchor herself avoiding detection from both divine and magical sources, After all she was just a little girl and even if her aura was abit dark. It wasnt as if she dared manifest any of her power in the same vicinity of one of the other anchors or *shudder* the goddeses that popped up from time to time.

So she plotted and learned and gathered every piece of knowledge power and equipment she could get her hands on training in all the magical and spiritual aspects the loops had to offer to her. Negima style magic, kido, technology,blood rituals Harry poter style magic all of them she managed to learn and gather but she knew that the others still had a huge headstart so the moment for her to strike had to be ABSOLUTELY perfect...

In the meantime the Sailor senshi were becoming more and more lax when they faced her since to them she was the equivelent of a feather facing a typhoon or so they thought...It pained her to just stand and feel her main manifestation die every single time but still she toiled away preparing for the moment where all would come to account...

And at long last the fateful day came when she awakened a few years earlier than normal the seal still holding her bound but with her army and resourses intact.

Quickly fusing with Beryl blotting out her mind before she even had a chance to scream was easy. Using her new found power she opened the tiniest of wholes in the seals and sent out her most powerful and inteligent youma not to harvest energy but to bring her the materials she would need for her traps.

For years she and her most faithful youma toiled preparing the most elaborate set of seals imaginable. The Seven greater Seals of containment,forcescreens from her subspace pocket, numerous kido seals,countless wards both common and rare and the bloodiest rituals to strengthen and quicken them and all those she burried under the ice where the senshi arrived every time.

After another wait the time came.
Serenity and her hated servant blew open the wallto her dimension slaying youma and generals with the tiniest of effort all the while still untransformed and behaving like this was a walk in the park for them, secure on their superiority and in a hury to finish the boring "chore" and go on to more interesting things...

That was their downfall. When they arrived at the exact spot she wanted them Serenity mutter something about getting this over with and flicking her wrist unleashed a torrent of power against her only to have it crash to a wall of force.

That was the first and only sign they had that something was wrong. They immediately transformed and started bringing their powers to bear still not really believing that this was anything more than a glitch but it was far to late the trap was sprang and all the forces she had gathered in those long loops slammed on them at once.

And now here she was the being knows as Metallia watching her opponents at long last locked away in a place even their formidable powers were of no use and knew satisfaction... and frustration.

She could kill them of course but that would just reset the loop and then they would come after with all guns blazing and she held no illusion about her chances then.
The only way for a loop to end was to kill the anchor or do something grand like blow up the solar system.
So she would wait as she had for so long keeping her prisoners locked away until the loops ended. And then...

Turning her gaze on the half finished ebony blade on the pedestal on the side of her throne Metallia shrugged and went back to reading her new favourite book.

Its title? "Greater Rune Blades Their Making And Maintenance"

Before I get landblasted about this I just want to say that while there are plenty of loops with gimmicks and slapstick even a few serious ones I have yet to see one with a serious villain since the loopers wtfpawn them after a few loops.
This is my take on what it would be like if a serious villain got his shit together.
Metallia has all those things in spades I believe so here.

Personally, I would have gone with Wiseman aka Death Phantom. Why? Let's see...

Successfully corrupted the people on Nemesis while remaining a figure in the shadows as Demand's advisor.

Successfully engineered a takeover when it was time.

Was prepared and actually beat the Senshi and Neo-Serenity at THEIR STRONGEST, crushing Crystal Tokyo.

Beat Pluto at her own game with time manipulation.

The only reason he lost is because he had to fight not one, but two Imperium Crystal manifestations, a completely unforeseen quantity since he believed the future Crystal was still with Neo-Serenity in the future or was hidden, and even if the Young Rabbit had it, she couldn't use it.

This points to a very intellegent villian as opposed to the usual braindead but powerful villians in Sailor Moon.

Setsuna doesn't manipulate time. That's fanon. Really bad fanon. She's the Soldier with the title of Revolution and change after all. Her job is just to make sure that no one passes her gates and to stop paradoxes. She isn't plotting the creation of Crystal Tokyo. Hell, her own dream is to be a fashion designer.

Death Phantom wasn't prepared actually to handle NQS at her strongest. He just got lucky that Chibi-Usa took the crystal and attacked NQS while she was defenceless. Otherwise he would have been finished quite quickly. Since NQS is stronger than Eternal which successfully beat off his father. Any other situation Death Phantom would have lost.

Chaos isn't braindead. He manipulated Galaxia into wiping out all life in the galaxy so he could merge with Sailor Moon, overthrow Cosmos and conquer the rest of the universe. He was openly the closest to succeeding. He just underestimated Usagi's hope for a better future with everyone.

Nehellenia was just supposed to be the classic evil witch. She's basically the reason the whole series started since she cursed Serenity to never inherit the throne.

Right. And the Crystal Tokyo seen in the Black Moon arc is from a future where the Senshi didn't have more firepower. They did receive their Super forms thanks to their future selves. But if I remember canon correctly, that timeline had either Galaxia or Nehellenia didn't attack until the Senshi were in their twenties, and 75% of the Outers were dead or not awakened.

Sucked to be them.

Nope.

While NQS is still stated to be stronger than Eternal when Eternal Sailor Moon was created. The Future is seemingly constantly effected by what happens in the present. There were only non super senshi because the Super form hadn't been given to Sailor Moon yet. The Outers weren't there because they weren't awaken yet. Chibi-Usa disappears if Mamoru dies even though he is clearly revived a short time later.

Nehellenia and Galaxia weren't from alternate futures they just didn't make their debut in the present yet so they didn't show off their effects in the future. They didn't wait until the senshi entered their 20's to attack. Crystal Tokyo was created when Usagi turned 21 after all. Even the Ginzuishou which was unaltered when they were Crystal Tokyo changes into the Silver Moon and Pink Moon Crystals in the manga later.

The Only alternate future we see is the one Sailor Cosmos comes from.

They recieve their super forms thanks to Pegasus (anime) and their Sailor Power Guardians (Manga). Neo-Queen Serenity does upgrade their power to Planet Power and Usagi to Cosmic Power in the manga though which is what you might be confusing it with.

Eternal Mode is still apparently weaker than Neo-Queen Serenity though. Considering she without the ginzuishou had enough energy to reincarnate Setsuna backwards in time.

A villain winning absolutely. Planning and taking advantage of its opponent.

Also... wouldn't making them into Rune Weapons end up killing the.... raw materials?

Not if you managed to keep their souls or consciousness trapped in the blade, then it would be more like changing their physical state as opposed to killing them. A good example would be the out of body experience associated with the bleach loop.

Pretty much.

Chibi-Usa's existence is a plot hole. I just ignore it because Naoko meant to end the series during black moon and didn't think she be writing anymore. So she had to retcon a lot of things.

Yes, the real reason for Sailor Pluto. She is to kill those who notice the plot holes.

Then again, this is Anime Japan. Logic? We don't need no stinkin' logic!

I never meant to make a situation where the villain wins completely or try to end the Sailor loops in a dark tone just to show what a competent villain could do if he/she was stuck looping as well.

While Metallia's plan is good and actually have a tiny chance of actually working there are to many things that can happen to foul things up.
For example while Metallia has a good grasp of the main loop rules {they can only end if the anchor dies or someone blows up earth/solar system etc} she doesnt know how fussed or fubar loops come about so if any of the other main anchors do something fantastically stupid the current loop will end and a fubar loop will commence along with a very badly shaken Sailor Moon and Co that will know that shit can happen if you are an ubercool looping anchor with a load of powers.

As for the rune blade thing I think Im pretty clear that Metallia is considering doing it after the loops end as a way to be finally rid of Serenity and the Senshi and at the same time ensure that they suffer for what they put her through.Sailor Moon as a greater rune weapon used by Metallia to slaughter innocents/entire worlds? Major Ouch!

Actually I think it would be interesting to see a loop where one or more of the protagonists are stuck in such a situation. Ranma with a Rune weapon that contain the soul of one of his many love interests or even himself from an earlier loop?

Would a loop reset destroy such a weapon or leave in the hands of the wielder while a perfect copy is of the character is produced at the start of the loop? :huh!:

Now theres an idea....
