The "Last Boss", or as I interpret it
Elsea was a (bio)mass of demonic energy that was often called/summoned in by Old Hell (probably some mostly uncontrolable juggernaut) to do battle with Heaven in their regularly scheduled big fights for bragging rights. So, when Old Hell crumbled and New Hell instituted new rules and regulations, the then Chief took a chance and sniped the New Hell detractors by putting that (bio)mass into the rebirthing cycle (instead of another round of who's got the biggest nuke), and helped the child get raised into becoming the Elsea we all know, love and want to pat on the head while giving her a fire truck for being such a good girl
 
So, what are the odds on Keima finding some work around to keep Elsie?

Holy hell.

I had an inkling that things might go this way since the ending of the anime (it was suspicious how much focus was given during that last arc) but I did not expect THAT.

That said, I think it is a fake out though.

I hope its an actual pairing. But with the way the cliff-hanger was left, there's a good chance that she'll just dump him. Or it could be some complicated plot by him to make her forget him.

Elsie ... her "ending" has kindof touched me. Makes me feel soft inside. Know what I mean?

I was kinda pining for KeimaxTenri but KeimaxChihiro in the end would be satisfying as well.

Elsie becoming Keima's actual sister is probably the best ending here.

While I'm happy for Elsie, as member of "anyone but Chihiro"-camp I'm going to be disappointed if she wins. She isn't bad, but all other girls are better.
