That seems a bit much for a level 1. You also need to remember that none of her friends even know what her power is, so it's probably not useful enough to inform her superiors.
Well, a lvl 1/0 can have the ability to pull a jesus, so overpowered it is not...at least not quite depending on how far she can take it.

That ability is level 0 for reasons that have nothing to do with it's power--it's given a low rank because it's extremely unreliable. It can randomly stop working at any time and no one has any idea when; furthermore, its user has no actual ability to control it, so it doesn't usually work when he wants it to, instead turning on when it feels like it--though, granted, this is probably for the best, since when he really needs it, he's not in any condition to activate it himself.

But basically, it's level 0 because you flip a coin when you use it. Heads, it works! Tails, it doesn't. This is a pretty big draw back when it working is all that would keep you alive.

Regardless, Uiharu's limit with her ability is keeping a mug or food product at a constant temperature.

That much is true, as for Uiharu I have no idea what she uses it or when all the time so I have no word on that. I do wonder what certain abilities would look like once they reach a higher ranking.

While it's true that she'll probably go up a level for a convenient save, I doubt she'll ever go farther than that. But even as a level 2 she could do quite a bit if she thinks things through.

Yes and no. We saw Accel working to go from 5 to 6, but we've been told Mikoto went from 1 to 5, we saw Level 3 Kuroko in a flashback in Railgun, and shes currently Level 4, and Hamazura's girlfriend Rikou is implied to be working her way from 4 to 5 thorugh small steps.

Well, this will show if the Railgun manga is really canon or not. And don't they have any prestigious all girl schools for highschoolers? This seems terribly short sighted.

It can lead to three things, face punch, harem+1 or both.

Well, the Misaki from the manga is connected a bit too far to the dark side of the city. Her complete lack of empathy and inability to trust anyone without reading their mind doesn't help.

I personally really enjoyed the last two novels. We get to see the sheer competence with which Touma deals with various situations and the balls out awesomeness that won Touma so many awards.

I really like how Touma seems to be actually growing as a character and a fighter.

The new novel will obviously end in Touma saving the whole school and ending with a Harem+infinty like with the nuns.

And it will hopefully, if it is manga compliant, teach Misaki that Touma doesn't hold back on girls.

At least the manga is implying that Misaki has at least one redeeming quality.

How long does it usually take for the whole volume to be translated? I prefer reading them in one go.

By the way, I've been meaning to ask... I was planning on reading the LN, since I quite enjoyed the Index anime (the railgun one less so), so I looked up a bit of info on TV Tropes. Does Touma seriously lose his memories a second time? Because I don't particularly feel like following a character like that for 10+ volumes, only for him to be replaced by a lookalike.

It was bad enough the first time.

...I can't tell if you're being serious, or if you're making a joke

Here's the TVTropes comment:
Touma saw his right hand as a useless bother, and couldn't find a good use for it. Then he meets Index, and realizes that his hand is the only thing that can save her, and with a glorious rant as narration does so, only to lose all his memories. In his place is the "second" Touma, who always helps people and values his hand as a saving tool. Then he also "dies" at the end of Volume 22, and in his place is the "third" Touma, who saves people as a matter of course with no idea as to what he is doing.

To be fair, I could just be misinterpreting it.

I was being serious. And I think that's an misinterpretation.

Touma disappears at the end of Volume 22, presumed dead, and then doesn't appear again until the end of the next volume in the following series. That volume was focused on the two other male protagonists and when Touma reappears, he saves the day without knowing what's actually going on. I'm not sure why he's being called a "third" Touma. :hmm:
