I actually added the original fiction section two days ago just to get crap out of the General forum and into its own section. I'm not opposed to an original fiction area, but to do it justice WOULD require more effort than putting in a fanfiction category. And then there's the completely separate matter of usage. Why come to a fanfiction forum to discuss original fiction? There are an infinite number of places better suited for developing original stories, and the number of fanfiction writers who do original fiction is smaller than the number who just do fanfiction. Would it see use?
And then there's the publishing thing. Publishers HATE when they don't have exclusive or near-exclusive access to an author's manuscript. Even online author trade forums have strict rules about who gets in, and who gets to see an author's new work before publishing. Stricter than our "sign up with an e-mail account" after you found us on FFN policy, at least. The vanity press and Amazon's new publishing division ameliorate this some, but enough?
These are things we'd have to think about before we could open a good original fiction section, in my opinion.
