A Modest Proposal
Setsuna took one look at the sparkling innocence in her queen's eyes, the steady, stable loyalty of her senshi, and smiled gently, "Your majesty, the time has come to solidify Crystal Tokyo."
Rei blinked, "Solidify, I thought we already took care of all the threats to Crystal Tokyo?"
Pluto nodded as she turned to the brunet and smiled, "Yes, no external threats continue to exist; however, that does not mean we can be lax; unless we carefully cultivate the idea in the minds of the people, a utopia for man will never be realized."
Ami nodded thoughtfully in the background, "That is true I suppose."
Usagi just placed her hands on Setsuna's shoulders, her eyes misty over her friend's ever-present vigilence, "Setsuna...I, I just want to say how much it means to me - to all of us, that even in this time of peace you continue to look out for us and endevor to guide us on the path I know we must walk. This has been hard for us, but in some ways it's been even harder for you and I just - I just want to say thank you."
Usagi took a step back and gave a brief bow, then with a strangled laugh she reached forward and hugged the green haired senshi.
Setsuna didn't even blink.
After a few moments the blonde broke the hug and stepped back to give the tacticurn senshi her space. Coughing, Setsune smiled at the eight other senshi and slowly got down to business, "Now, our main problem is that at this point we're a non-entity politically, we can hardly just stand up and declare that this planet is now under the jurisdiction of the Moon Kingdom: people would think we we were nutters. No, the only way to make this work is to get the backing of an already formed entity and then show them the light; with Usagi's bright spirit leading the way it should be a long battle, but ultimately a successful one."
The senshi blinked in suprise, but slowly nodded thoughtfully to themselves; while, they never thought it would be anything simple, no one - with perhaps the exception of Ami - really thought excessively about how they would somehow go from part-time super heros to administrators of a world wide system of government.
Setsuna smiled at the reciprocity of her audience, "What we need is a group that is hard working, dilligent, willing to get their hands dirty in a long, difficult fight and perhaps above all, willing to consider Usagi as a proper figure of authority. You know who I mean right?"
Minako looked at Mokoto and shrugged, "The English?"
"Mexico?"
"The Russians?"
"That's right the Germans," Setsuna continued, "Note the sharp features, the blonde hair, the blue eyes, the noble aura of authority and command - all we need is a little black leather and you'll be perfect!"
Usagi would never be considered the sharpest tool in the shed, but even she looked quisically at her advisor, "Aren't you talking about the..."
"Usagi," Setsuna inturrputed as she stood beside her queen and threw an arm across her shoulders, "Have I ever led you wrong? Trust me! Purification couldn't go more smoothly."
