Yeah. That was why the actual bad guys got her and cured her condition, because the condition makes you really weak, but if it's cured it becomes the opposite where you have godlike amounts of ki and can basically do magic.

Shioon had a similar weaker version of the condition, and I guess that's enough to also just create fire out of thin air. She's probably still way above his power though, since she's pretty clearly set up as either the dragon or final boss.
