His whole life was nothing but perpetuating the worst aspects of shinobi world; lying, betrayal, using others, murder, taking power for himself, war after war after war... the same old shit ninja have been doing to each other for as long as there have been ninja. What part of anything he's ever done could even remotely be considered "revolutionary"?
Also, what does that profile mean by "he [Danzou] will make the thoroughness of the law complete."? Since when does Danzou care about the law? He breaks all the rules to get what he wants. He defies the Hokage's laws constantly. He's not some Judge Dredd type.
