Rather, if they put their feelings into words, it's more that Yuuno is mature, courageous and dependable in a way that only someone who voluntarily fought beside them in life-or-death battle could be. He's proven himself in a way that few school-boys would dream to dare.
But they can't really talk about that, so no one ever really learns why Yuuno, or Fate's brother, or Hayate's uncle or dog (no one's sure which) are such daunting figures.
And the less that the three girls talk about Yuuno to others, the more confused their peers will be, since going by half of their overheard conversation, "Yuuno" is actually a ferret.

Alright, then let's look at a less obvious interpretation of his nervous reaction to Amy's question at the fast-forward epilogue of A's.
Rather than being embarassed that he's made no progress because he didn't have the guts to ask Nanoha out, maybe he's embarassed because he simply hasn't found the take her on a date. Between their mutually workaholic ethics, there aren't as many opportunities as he'd like, and he keeps getting distracted by his own job.
Maybe they HAVE gone on dates, but they've been relaxed and casual things between closest friends without much of a romantic spark, and he enjoyed them too much to feel the need to change that.
Maybe Yuuno is embarassed because he actually HAS been going out on dates with Nanoha, and ALSO with Fate and Hayate, individually. As above, they're all very platonic, friendly outtings, but they've also left Yuuno confused and conflicted about moving forward with Nanoha or anyone else.
and Nanoha as the oblivious girl who just can't understand. Oh, I remembered that scene in StrikerS, and I've read the transcripts of the Sound Stage, but those have always seems to be more heavy-handed ship tease than sensible development of their relationship.
Nanoha was in a tactical mindset when the subject of her relationship with Yuuno came up, and since tactics is a very important part of a job she's very passionate about... Well, it's possible that Nanoha simply got side-tracked and monofocused on one possible interpretation of the conversation and missed the other. It doesn't mean that she needs to be blind to Yuuno's feelings.
Indeed, she could have been fully cognizant of Yuuno's feelings for her before that conversation, and yet think that had absolutely nothing to do with the tactical realities of the two of them together in combat situation.
(Of course, I also think her assessment is a bit flawed -- namely, about the idea that Yuuno should just stay
in the kitchen out of combat. THAT was surely Sevens Arcs trying to push him out of the picture, despite his previous combat performances and the easy power-up potential of simply giving him any kind of Device.)
That Yuuno barely has any interaction with the others since StrikerS doesn't really help of course.
The paucity of Yuuno/Fate interaction scenes is criminal. We vaguely know that they work together easily, as in their rescue of Nanoha and battle against the Wolkenritter, and can presume that they're on friendly terms given how he testified in her defense and taught her better defensive magic, but we don't really know if they actually consider each other friends to the point that they'd actively seek out each other's company.
Was there ever even a specific scene of Yuuno interacting mainly with Hayate in canon?
I've looked. He and Hayate have never spoken directly to each other in ANY medium: anime, manga, movie or Sound Stage. Hayate has only ever spoken OF Yuuno once, in a post-A's Sound Stage, and Yuuno has never spoke of her.
To make a long story short, though, you can say that I really like the interpretation of No Drama Yuuno. The appeal of pairing him with many other girls, for me at least, is that it's just so satisfying to see a relationship that theoretically does not have any inherent potential for drama in the popular sense of the word and yet is still wonderfully deep and meaningful.
Because Yuuno, Nanoha, Fate and Hayate are absurdly mature for their age. They feel insecurities and make mistakes, but they also show self-discipline over their weaknesses and communicate.
Well, Fate didn't during the original season, and she didn't quite do it in A's while working through whether she wanted to hold onto being a Testarossa or start over as a Hallahoun. Though it's a lot to work through, she did talk to Nanoha about part of it, and she might not have needed the Lotus Eater Dream to eventually make her decision.
Hayate hid her pain and loneliness from the Wolkenritter as much as possible, showing them a strong facade.
Nanoha worked herself to the point of collapse. Which I still think was related to Seven Arcs pushing Yuuno out of the picture, because with him and her other friends, I don't see them all missing the signs. Or rather, they might miss the signs, but I think they would being dragging her away to relax often enough that it wouldn't happen so dramatically.
Plus, Nanoha's personal friends with Shamal. How did regular checkups fail to catch severe Linker Core strain?
Overall, I imagine Nanoha, Fate, and Yuuno to be so close and intimate with each other that few would be able to truly comprehend their relationship. The closest example I can find is the "ideal" interpretation of the dynamics between Naruto, Sakura, and Sasuke. Nanoha is as close to Fate and Yuuno as they are to each other. The specific nature of the relationship would be different, obviously, but they would be more or less equally strong. There could be any numbers of iconic scene for the three's relationship, but one example could be when the three of them (plus Hayate and others?) go on a vacation. They would be walking (sitting?lying?) together when Nanoha hugs them both out of nowhere and says she loves them so much. Fate and Yuuno would look into each other's eyes, share a knowing smile, and hug Nanoha back.
That would be really cute, and I'd like to read a story about it.
